Wow, calling this place a backwater is too kind. I just checked out regional market for skillbooks and there's only 1 available under Spaceship Command and only 2 each under Gunnery and Scanning.

1 Capacitor Control Unit decreases recharge time by 15%. Will 2 decrease the time by 30% or is there a stacking penalty? I only have 3 rig slots so they need to count. I keep running out of cap and it's killing me.
